Squadron Commander

Major Othelmo da Silva has been a member of the Dragon Squadron since 2011. His initial motivation to join the Civil Air Patrol was personal growth and development. His CAP experience has surpassed his initial expectations. As he became more familiar with CAP's rich history and missions his impetus became service.

Major da Silva's first duty position was Administration Officer. He currently serves as the Squadron Commander, Aerospace Education Officer, and Public Affairs Officer, where he motivates senior members to advance, promotes aerospace awareness internally and externally and coordinates media relations.

Some of Major da Silva's favorite CAP-related activities have been Encampment, squadron Emergency Service weekends, glider flights and the Wing Conference.


Major Ellen Browning
Deputy Commander for Cadets

Major Ellen Browning has been in Civil Air Patrol for over 20 years. She started her career in Civil Air Patrol as cadet and transferred into the senior program in 1995. Over the 20 years, she has held many positions and has earned her senior rating in Finance and in Cadet Programs.

After transferring to the Dragon Squadron in 2013, she took on the role of Leadership Office. In February 2014, she assumed the role of Deputy Commander for Cadets. She is also very active throughout Minnesota Wing in mentoring future leaders by servicing as the Cadet Advisory Council Advisor.

Deputy Commander for Senior Members

1st Lt. Cassandra Petri, M.D. discovered CAP in 2015 when her oldest child developed an interest in military service. She began by serving as the Dragon Squadron's medical officer, teaching first aid, injury prevention, and fitness topics. She has since developed an interest in search and rescue. Additionally, 1st Lt. Petri is active in MN Wing activities by accompanying cadets to encampment, MN Leadership Academy, emergency services activities, and the cadet color guard competition. Watching the cadets, three of whom are her own children, gain confidence and leadership skills has been one of the most rewarding benefits of her involvement with CAP.

In 2017, 1st Lt. Petri became the squadron's Deputy Commander for Seniors. She serves to connect senior members into the program, identifying their individual strengths to strengthen our squadron as a whole.
